How Our Advise Program Works

State and local governments play a vital role in equipping their communities to prepare for and recover from disasters— and they are best positioned to meet the needs of their most vulnerable citizens. With extensive frontline disaster recovery experience and knowledge of federal disaster assistance programs, SBP provides technical assistance and capacity-strengthening programs to support state and local government partners to effectively navigate disaster response decisions, chart long-term recovery plans, and advance solutions for mitigation and resilience.

Our Services

With more than 18 years of experience empowering survivors across America to rebuild, recover, and become more resilient to disasters, SBP’s technical assistance services provide practical, proven guidance and innovations to strengthen the capacity of local and state partners to manage risk and effectively meet the recovery needs of their communities.

Response and Short-Term Recovery Programs

We offer technical assistance, training, and advisory services to government and community leaders navigating FEMA's complex disaster grant programs following a major disaster. We help leaders avoid common pitfalls immediately following disasters and provide support for Individual Assistance, Public Assistance, and Hazard Mitigation programs to recover from disasters and prepare for future threats.

Long-Term Recovery Training

We offer local and state government officials virtual and in-person training on strategies to improve the effectiveness and efficiency of HUD Community Development Block Grant Disaster Recovery (CDBG-DR) & Mitigation (MIT) programs.

Mitigation and Resilience Programs

Small- to medium-sized communities often need technical resources, staff, and funding to navigate the complex process of applying for disaster recovery, preparedness, mitigation, and resilience grants. SBP’s Resilience and Recovery Fellows Program provides the human capacity to access much-needed federal and philanthropic funding that would otherwise be captured almost entirely by large metropolitan areas.

Our ADVISE team serves state and local governments as well as community disaster recovery leaders. We support effective disaster preparedness, recovery, and resilience initiatives in at-risk communities. Our mission is to share our know-how and evidence-based solutions with government and community partners to ensure the US disaster recovery system meets the needs of all survivors everywhere.
