Prepare Program Associate
Tessa Baran is SBP’s Prepare Program Associate, joining the organization in 2023. She previously served at the South Carolina Office of Resilience as a Program Coordinator, where she oversaw 30 projects across two programs focused on stormwater management, mitigation, and resilience. Tessa holds a Bachelor’s degree in Environmental Studies and Geography.
Senior Program Manager of Nonprofit Partnerships
Joe Barnum is a passionate disaster recovery professional with nearly a decade of experience leading critical response and long-term recovery efforts. His background includes supporting nationally recognized nonprofit organizations and government agencies during major U.S. disasters, including Hurricanes Harvey, Matthew, and Helene. Joe applies his skills and leadership to continue supporting local communities with their disaster recovery efforts throughout the United States.
Director of Advisory Services
Joshua Bryant is SBP’s Director of Advisory Services, leading a team that empowers leaders to better prepare for disasters and accelerate recovery. With 15 years of emergency management experience, he previously served as the Recovery Division Chief for the Texas Division of Emergency Management (TDEM). In that role, he oversaw recovery efforts for 18 major disasters, including Hurricane Harvey and Winter Storm Uri, supporting local governments in managing over $22 billion in eligible grant funding.
Senior Community Recovery Advisor
Angela Calabro, the Senior Community Recovery Advisor, has been with SBP for 12 years, focused on helping nonprofits improve efficiencies using the principles of the Toyota Production System (TPS). Her experience began at SBP’s New York City site after Hurricane Sandy, where she served in multiple roles including the site’s Executive Director before transitioning to her current position providing direct coaching to organizations across the nation.
Government Advisor
Aaron Gagné brings over 33 years of community development experience, ranging from small townships to large cities and states. He previously headed HUD’s grant portfolio in the 6-state Rocky Mountain Region and managed some of the most complex disaster recovery projects in HUD's Office of Disaster Recovery portfolio. A decorated US Navy veteran, Mr. Gagné specializes in program design and troubleshooting to help grantees build and administer effective and compliant recovery programs.
Advise Education Manager
Maria Gonzalez is SBP's Advise Education Manager, bringing seven years of specialized experience in Disaster Case Management. She managed a team of Disaster Case Managers for the South Carolina Disaster Recovery Office before joining SBP in 2020. Maria has managed CDBG-DR grants, developed a comprehensive Disaster Case Management curriculum taught by SBP, and trained leaders from across the nation in recovery programs and case management best practices.
Community Preparedness Engagement Manager
Lyanne Ortiz serves as the Community Preparedness Engagement Manager, joining SBP in 2019. She holds a Masters in Emergency and Crisis Management and gained valuable hands-on experience contributing to recovery efforts in Puerto Rico, Texas, and Florida. Lyanne now plays an integral role in strengthening community preparedness at a national level and supporting AmeriCorps initiatives in Louisiana and Puerto Rico.
Disaster Advisor
Sherry Risk is SBP's Disaster Advisor with over nineteen years of experience in community development and local government. Her most recent role was the Community Development Block Grant Program Manager for the State of West Virginia, where she managed $260 million in various HUD funds. She is recognized for creating West Virginia’s Mitigation program and receiving a HUD Blue Ribbon award for her work in Housing Rehabilitation.
Senior Government Advisor
JR Sanderson, PhD, is SBP's Senior Disaster Advisor and a retired Army officer. He is well-known for designing and leading the highly successful South Carolina Disaster Recovery Office in the aftermath of three major hurricanes. His record-setting efforts resulted in high-quality services for citizens in 22 counties, for which he was awarded the Order of the Palmetto, the State of South Carolina's highest civilian honor.
Community Recovery Associate Advisor
Juliet Vibert began her career in Vermont, earning a degree in Hospitality Management before shifting to public service through AmeriCorps NCCC in 2021. She joined SBP in 2022 following Hurricane Ida, rebuilding homes and training volunteers, and later led disaster response efforts after Hurricane Ian. Juliet has since deployed nationwide, leading large-scale volunteer operations, and was recognized with the 2024 AmeriCorps Excellence in Disaster Services Leadership award.
